This is especially true if multiple (expensive) devices are needed, if the training requirement is short-term, if the course takes place in different locations (and needs to be safely, tidily, and professionally installed), or it is imperative that the business training benefits from the very latest training technology hardware (with the latest updates installed and tested).

Buying new equipment might be the best option for training in some circumstances. If training and thus the use of the tech equipment is very regular, and you have the staff to handle installations, or the equipment remains in-situ permanently.  However, even if owning the equipment does make sense, it might be a good idea for a corporation to first try out the equipment, if trying something new.
